Shanghai moves quickly to ease fears

THE Shanghai Center for Disease Control and Prevention has moved quickly to ease fears in the city following the latest vaccine scandal to haunt the nation.
The center said the batch of substandard vaccine against whooping cough, diphtheria and tetanus for children made by Changchun Changsheng Life Sciences and Wuhan Institute of Biological Products Co Ltd are not being used in the city. Shanghai has not procured and used the vaccines from the two producers, the center said in a statement.
Changchun Changsheng, China’s second-biggest rabies vaccine producer, was found fabricating production and product inspection records and arbitrarily changing process parameters and equipment. China’s Food and Drug Administration said Changchun Changsheng had “seriously violated” the law.
All vaccines in Shanghai go through centralized bidding and procurement on a single unified platform. They are delivered by qualified distribution enterprises in a centralized system, the center said.
Distribution enterprises and inoculation units in the city strictly check and inspect documents such as vaccine approval and temperature records when they receive the vaccines. Any vaccines with doubts or issues are quickly rejected, according to the center.
During the distribution, storage and use of vaccines, the cold chain temperature is closely monitored. An alert goes out immediately in case of temperature abnormality, the center said.
The center said only three patients in the city used the anti-rabies vaccines made by Changchun Changsheng this year, but they were not from the faulty batch identified by China’s Food and Drug Administration.
Shanghai had stopped using rabies vaccines made by the troubled company from July 16, and has sealed all the previous vaccines bought from the company, the center said.
The city is working with other vaccine makers to ensure a stable supply of rabies vaccines.
Patients who have been inoculated with Changchun Changsheng vaccines are using vaccines from other manufacturers now, the center said.
