Huangpu’s new rules up tourism standards

HUANGPU District yesterday released local standards, part of a national operation to improve urban management.

Nine “Huangpu Standards” take effect next month. They include rules on street cleaning, public toilets, and small restaurants. Downtown hotels have also been regulated.

A national operation allows some district governments to make detailed standards in tune with their own needs to supplement national standards. The practice began in Pudong free trade zone, and is gradually being expanded across the city.

“Our first batch of standards covers the daily needs of citizens and tourists. They are intended to be in line with best international practice,” said Gao Yun, Huangpu Party secretary.

One clause, for example, stipulates the roads near the Bund and People’s Square should be clean enough for pedestrians to sit on the ground if they want.

Another requires staff at major public toilets to be able to greet customers in English, Japanese, sign language and mandarin. Staff at hotels catering to foreign guests should be able to speak fluent English.

Some are so detailed as to stipulate the hair styles of hotel staff and how to place food in refrigerators. Regular checks will include unannounced inspections at hotels and restaurants.

“Many of the standards are based the experiences of outstanding companies in our service sector,” said the district’s Zhang Zhaohui.
