Amended national flag rules approved

AMENDMENTS to the National Flag Law and the National Emblem Law were adopted by China’s top legislature on Saturday.
The amendment to the National Flag Law stipulates that national flags shall be displayed in government organs, organizations, plazas, parks and other public places on important holidays and anniversaries.
People may wear national emblem on solemn occasions to express their patriotic feelings, says the amendment to the National Emblem Law.
According to the amendments, contents about the national flag and emblem shall be included as an important part of patriotic education. Their history and connotations shall be taught in primary and secondary schools.
The newly amended National Flag Law also stipulates that damaged, defiled, faded or substandard national flags should not be displayed or used, and the national flag must not be discarded, displayed upside down or used in any manner that impairs the dignity of the flag.
According to the amended versions of the laws, which will take effect on January 1, those who intentionally burn, mutilate, paint, deface or trample the flag and emblem in public will be investigated for criminal responsibility.
The revised laws will also apply to offices in Hong Kong and Macau that are set up by the central government.
The Hong Kong Special Administrative Region government said that it will introduce amendments to the National Flag and National Emblem Ordinance after the amendments were adopted.
The National Flag Law and the National Emblem Law were listed in Annex III to the HKSAR Basic Law on July 1, 1997, and were applied locally in the HKSAR by way of legislation through the enactment of the National Flag and National Emblem Ordinance.
The HKSAR government said it will suitably introduce amendments to the ordinance, with a view to implementing provisions that are applicable to the HKSAR and fulfilling the constitutional responsibility of the HKSAR government.
