BMW dealers not to levy fees
ELEVEN BMW dealerships in Shanghai have promised to stop charging pre-delivery inspection fees that have long been seen as a rip-off by car owners.
Their move came a few weeks after four BMW dealerships in Hubei Province were fined about 1.6 million yuan (US$261,000) for charging pre-delivery inspection fees in an investigation over price fraud, and 27 BMW dealerships in Zhejiang Province were found to have charged such fees as a non-compliance practice.
The 11 BMW dealerships that have recently been discussing with the Price Supervision and Anti-monopoly Bureau and the Consumer Rights Protection Commission in Shanghai said they will return the money they have overcharged customers.
In an official statement to the two bodies, BMW claimed the pre-delivery inspection fees were already included in the retail price of the cars.
It is common for car dealerships in China to charge consumers all kinds of fees under various names.
One such fee is pre-delivery inspection and BMW charged car owners between 1,000 yuan and 2,000 yuan for each car even though it is the responsibility of carmakers and dealerships to inspect the cars before delivery.
