City to help small firms and boost innovation

SHANGHAI will improve policies on human resources as well as small firms and further encourage innovation in helping the city to restructure its economy, Mayor Han Zheng said yesterday.

The city will also offer affordable housing to more professionals this year, and the ongoing tax reform will benefit most small and medium-sized service enterprises, Han said at a meeting of the Shanghai Committee of the Chinese People's Political Consultative Conference.

"Shanghai should create a stronger sense of belonging among people from other places and make SMEs feel confident to grow in Shanghai," Han said.

The mayor also said it's not true that some small firms think Shanghai cares more about bigger companies or foreign-invested companies.

"The output of SMEs makes up a majority of Shanghai's production, and they are a key source of innovation to accelerate the city's economic restructuring," Han said.

He said that Shanghai's pilot tax reform is also another measure of its support for SMEs and that the city will lower the threshold of affordable housing this year to retain and attract more professionals.
