One-stop service speeds up district registration process

PUTUO District Administrative Service Center has opened an integrated service window for new companies to apply for license, taxation invoice and other one-stop services.

Local taxation departments have been working with the district-level administrative service centers and market supervision bureaus to offer convenient services to the new enterprises.

About 30,000 new enterprises in the city have solved their issues through the one-stop windows since the practice was launched in April. At the Putuo service center new companies are expected to finish application procedures within 15 minutes.

Li Haodong, legal representative of Putuo-based Shanghai Huishuo Information Technology Company, said he finished registration for his startup firm through a single window at the administrative service center.

“I was almost deterred when being told it was quite complicated to register a new company,” Li said. “But the service from the Putuo government has been beyond my expectation.”

Li opened a software company to help foreigners study Chinese amid the nation’s “mass entrepreneurship and innovation” campaign.

A “service package” tailored for new businesses has been prepared at the “one-stop window” of ​​the Putuo administrative service center, said Zhou Dan, who is in charge of the Taxation Service Department of the Taxation Bureau of Putuo District. It includes providing assistance for company registration, license application, tax issues and invoice claims.

Going fast

“That means a newly established enterprise can complete all the matters through a single window, while the whole process usually takes about 15 minutes,” she said.

Previously, the tax authorities of Putuo, Hongkou and Jinshan districts initially moved its tax service window into the administrative service center. Companies were able to have their issues solved through multiple windows in the single service center.

From April this year, the service has been upgraded from a single center to the current a single window.

There are 44 business windows in the tax service area, covering more than 200 tax-related businesses. Companies can complete their issues at anyone of the windows.

Twenty-four self-service tax machines have also been installed at the center for taxpayers to resolve issues. Service staff are on hand in the lobby to help taxpayers find the fastest solution to solve their problems.

Jiang Xiaojun, deputy director of the Putuo District Taxation Bureau, said a number of “special teams” have been established to offer better services. A “Tax Reduction New Policy Expert Group,” for instance, will help to solve difficult problems.

A maintenance team will ensure the efficient operation of the tax window. A mobile preview team will check customers in waiting areas, while other specialized teams will provide bespoke services.

In the next step, the city’s tax authority plans to upgrade the taxation service area at ​​the districts’ administrative service centers into a comprehensive center. It is expected to resolve any tax-related and invoice management issues.
