Clearer water rules
The Standing Committee of Shanghai People’s Congress also heard a report yesterday on implementation of the national air pollution control law and city’s regulations on air pollution and water resource management.
According to the report, by the end of October, the average concentration of PM2.5 particles in the city dropped to 35 micrograms per cubic meter, down 5.4 percentage points from the same period last year. The rate of good and perfect air quality rose 5 percentage points from last year.
Air pollution control faces challenges in the field of transportation and dust pollution controls need to be improved. Mobile sources of emission like vehicles and vessels account for about 30 percent of the all air pollution and the percentage keeps increasing.
For water resource management, by the end of October, more than 3,000 rivers and creeks had been cleaned up.
Some industrial enterprises located outside industrial parks continue to improperly discharge sewage.
