Shanghai business costs 'most expensive'

Shanghai has the highest business costs among all cities on the Chinese mainland, according to a survey released by Forbes China yesterday.

The survey, designed to help entrepreneurs and investors in selecting business locations, compared labor cost, office rental, energy prices, tax levies and social welfare costs among 129 major mainland cities.

Shanghai was followed by Hangzhou, capital of Zhejiang Province, and Beijing.

Shanghai ranked in the top position mainly because of its social welfare costs like pensions, medical insurance and unemployment subsidies, the highest on the mainland. The cost of office space in the city was second only to Beijing.

Seven of the top 25 cities in the ranking are located in the Yangtze River Delta that includes Shanghai, Zhejiang and Jiangsu provinces.

Urumqi, capital of the Xinjiang Uygur Autonomous Region, was the highest ranking city in the west, in eighth position, because of higher labor and tax costs.
