THE number of factories closing in south China's Guangdong Province is slowing and companies are feeling the benefits of government policies and aid, Governor Huang Huahua said at the National People's Congress. There were about 19 million migrants working in Guangdong from other provinces, Huang told reporters. Of the 10.25 million who left to go home for the Chinese New Year, 9.46 million returned, and 7.88 million found jobs he said. Of those with work, 82 percent had returned to their previous positions.
