Shanghai enhances appeal to foreign investors

SHANGHAI will further improve its investment environment for foreign businesses and adjust related policies, the Shanghai Commission of Commerce said in a report today.
The city will "implement the national policy of building Shanghai into a global financial, shipping and trade center, and thus create a broad market for foreign investors," said the 2012 Shanghai White Paper on Foreign Investment Environment.
"The city will try to attract more foreign companies to set up their headquarters in Shanghai, and optimize related policy incentives," the paper said. "The city will provide policy support for foreign investors to participate in high-tech business and innovation."
In the first 11 months, foreign direct investment in Shanghai expanded 19.7 percent from a year earlier to US$14.4 billion, bucking the national trend of continued decline in foreign capital inflows.
In November alone, the city's inbound foreign investment edged up 0.1 percent to US$927 million, compared with a national FDI drop of 5.4 percent.
