DOW Chemical Co and Shanghai-listed Befar Group Co plan to form a 50-50 joint venture to make perchloroethylene, a key material for non-ozone depleting refrigerants used in industrial, automotives and construction.
They may build a plant with an initial capacity of 40,000 tons a year in Binzhou, Shandong Province, and able to double production qucikly. The proposed plant may start production in 2014.
