MORE than 810 million yuan (US$122.7 million) were not properly used in Shanghai in 2010, which were defined as irregular money, the Shanghai Statistics Bureau said yesterday.
During the annual inspection, 74 people in 16 cases had broken laws, according to the bureau.
The related authorities should do more to strengthen internal management, Shanghai Mayor Han Zheng said.
