Shanghai to support payment services providers

SHANGHAI'S financial, taxation and commerce authorities are studying preferential policies to support the sustainable development of third-party payment services in the city, government officials said today.

Shanghai has drafted a plan to shore up local third-party payment services providers and will seek opinions from those companies soon before unveiling the details, Shanghai Financial Services Office said today.

The local government agencies will help Shanghai-based third-party payment providers to gain business licenses from the People's Bank of China, officials from the office said a in report to the local committee of the Chinese People's Political Consultative Conference, the country's top advisory body.

In this June, the People's Bank of China stipulated that all non-financial institutions must seek central approval to do the business by August 31 next year to run third-party payment platforms as it beefs up efforts to control risks in the sector.

As of September 17, a total of 74 non-financial companies from Shanghai have submitted applications for payment services, accounting for one-third of the total nationwide, according to the central bank.
