Drug firm inks deal to build new plant
HARBIN Pharmaceutical Group yesterday signed an agreement to build a new production plant following a recent pollution scandal that erupted over its waste emissions.
The agreement was signed with Harbin's Acheng District government.
Zhang Lijun, president and general manager of Harbin Pharmaceutical, apologized for the pollution, which was caused by excess waste emissions of water and gases.
The new plant will meet national standards on emissions, Zhang said.
China Central Television reported earlier this month that the main plant of Harbin Pharmaceutical Group, an antibiotics maker based in Harbin, capital of northeast China's Heilongjiang Province, emitted waste gases and water that exceeded legal limits.
"The odor concentration has been 20 times higher than legal limits for years," said Peng Xu, an inspector at Harbin's environmental protection bureau.
After the CCTV report and ensuing public outrage, Harbin Pharmaceutical decided to build a new plant with improved facilities in Acheng District, a suburb in the provincial capital.
The first phase of the project is scheduled to be completed in 2013 with a planned investment of 2 billion yuan (US$309 million), according to the agreement.
Wu Zhijun, chief of the main plant of Harbin Pharmaceutical, said the new plant's manufacturing technology and pollution control measures would improve significantly.
The existing area of Harbin Pharmaceutical's main plant was built in 1958. It will be used as a research center after the new plant is built.
