Non-local family home rule not eased

THE Shanghai government clarified yesterday that local families only refer to those who have permanent residence permits in the city, in a response to recent media reports saying that "non-local families who have held residence permits in Shanghai for three years could be regarded as local families" and are then entitled to buy second homes in the city.

Shanghai will stick to its property tightening measures to rein in housing speculation and continue to enforce strictly the curbs on home purchases, a senior local housing official reiterated in a statement yesterday.

Liu Haisheng, director of the Shanghai Municipal Housing Support and Building Administration Bureau, emphasized that no changes or easing in housing policies should be expected.

The Shanghai Securities News reported last week that non-local residents in Shanghai are now allowed to purchase second homes once they have held residence permits for three years, a signal that the government was easing of the curbs.

Residence permit holders previously were not allowed to buy second homes in Shanghai.
