Comic connection

THE first China International Comic Festival begins today in Hangzhou. The three-day festival is themed "Evolve Comic, Stay Dynamic."

An exhibition of more than 2,000 comic works by artists from across the world will be held at the Zhejiang World Trade Expo Center. Some original scripts of well-known artists like Zhu Deyong and Xia Da will be unveiled to comic fans. Big names in the industry including Shueisha, Media Factory, Book Live and Digi-book will showcase their latest works at the event. Exhibitions of comic fans' collections as well as children's comic diaries will also be featured during the festival.

Buses inspected

The expressway traffic authority of Zhejiang Province started a new round of expressway safety inspections in late October. Long-distance buses are key targets in the five-month inspection after several highway accidents were reported earlier this year.

Major causes for bus accidents including speeding, overloading and driver fatigue will be strictly checked. From midnight to 6am, all long-distance bus service will be stopped so that drivers can take a rest.

Some 1,200 long-distance buses were operating on expressways in Zhejiang every night between midnight and 6am. "The number has been decreasing after we started the inspections," said an expressway traffic police officer.

Protecting Xixi

The Hangzhou Xixi National Wetland Park Protection Regulation was passed by the Hangzhou People's Congress on Monday. The regulation will take effect on December 1.

Violations including waste dumping, excavation and landfill are strictly prohibited. Visitors are not allowed to catch wild animals in the park or release their own animals in the park. Commercial activities will also be restricted to preserve the natural ecological environment. Fines for violations vary from 500 yuan (US$79) to 200,000 yuan.

Xixi Wetland Park underwent a comprehensive renovation project from 2003 and was opened to the public in 2005. The park has already received more than 10 million visits.

New taxi meters

New meters have been installed in almost all taxis as a new fare structure has been introduced.

The Hangzhou government decided to raise taxi fares in September after taxi drivers went on strike in early August. The drivers said they could hardly make ends meet due to shrinking earnings, high transaction fees and rising gasoline prices.

Before the strike fare levels had not changed since 2006.

According to new prices, the flag-down fare has been kept at 11 yuan (US$1.72), while passengers pay 2.5 yuan per kilometer after the first 3 kilometers, and 3.75 yuan per kilometer after 10km. The waiting fee is 2.5 yuan per four minutes.

The original flag-down fare in Hangzhou was 11 yuan, including a 1 yuan fuel surcharge, plus 2 yuan per kilometer after the first 3km, and 3 yuan per kilometer after 10km. The waiting fee was 2 yuan per five minutes.

The strike continued until the local government agreed to give drivers temporary subsidies and promised to hold a hearing and adjust fares by the end of October. Hangzhou has 8,232 taxis.

Dragon boat races

Sixteen teams from across China will compete in the China Dragon Boat Race finals on the Grand Canal in Hangzhou tomorrow.

The sixteen teams will enter the final race after nine rounds. They will compete in a 200-meter race, 500-meter race and 3,000-meter circular race between Gongchen Bridge and Qingfang Bridge on the Grand Canal.

From today through tomorrow, a temple fair will be held at Grand Canal Culture Plaza, complete with an intangible cultural heritage exhibition, folk art and traditional craft exhibits, dragon dance and lion dance.
