ETC system change
Vehicles installed with the ETC (electronic toll collection) system will be charged according to distance traveled starting on May 15, the Zhejiang Provincial Transport Bureau and Zhejiang Provincial Price Bureau said in a joint announcement.
Currently, the ETC system collects tolls based on the shortest route between two places. But the practice is not accurate and money-saving for drivers.
For example, Hangzhou has three expressways going to Wenzhou in southern Zhejiang. Zhuji-Yongjia Expressway is the shortest and costs 195 yuan (US$32) for 323 kilometers. Jinhua-Lishui-Wenzhou Expressway is the longest, but costs only 180 yuan for 396 kilometers.
Zhejiang expressway authorities tried to charge drivers according to actual mileage as early as 2012, but the ETC system could not determine the actual route a vehicle picked and charged for the shortest route, costing drivers more money.
They upgraded the system last year and have been testing it since December. The ETC system proved accurate and stable after the trial run.
