Second-child permit

Since January 17, when China’s one-child policy was eased, 1,745 couples in Hangzhou have applied for a second-child permit, the city’s population and family planning officials said.

Among them, 572 couples have received the permits and the rest are still waiting for consideration.

Zhejiang is the first province in China to allow couples to have a second child if either parent is the only child. Hangzhou, the provincial capital, has about 125,000 couples who are eligible for having a second child and two-thirds of them plan to have a second child, the officials said after doing a survey.

China’s one-child policy was enacted in 1979 and was incorporated in the Population and Family Planning Law in 2002.
