Authorities roll out plans for culture sector

Changning will develop as a cultural center with its own unique character as local authorities strive to built it into a 鈥渃ompetitive, energetic and green district.鈥

Authorities will accelerate their plans to improve the district鈥檚 public cultural service system, create several functional and iconic cultural projects, raise the quality and capacity of the district鈥檚 cultural industry, and create world renowned cultural brands characteristic of Changning.

When it comes to guiding and coordinating cultural construction projects, the government will amend the district鈥檚 cultural development plans so as to make them functional and universal, focused and balanced. Authorities will also support research on regional cultural development.

Meanwhile, they will promote the construction of the public cultural service system, and emphasize preservation and transmission of intangible cultural heritage. Specific practices will include producing documentaries and books, organizing events, promoting innovation and raising public awareness regarding various cultural fields.

The government will also encourage more public cultural activities. It will help cultural companies, social organizations as well as private cultural schools and troupes offer public events and performances.

Special efforts will be placed on supporting cultural projects and competitions.

The government will promote innovation in the public cultural sector. It will support public service platforms conducive to innovative development of this sector. Based on their scale, creativity and worthiness of promotion, authorities will provide financial support for those platforms.

The government will also creatively manage public cultural organizations, and encourage outstanding social professionals to join in their operation.

In addition, the government will further support the construction of cultural institutions. It will introduce or set up high-quality private museums, exhibition halls, masters鈥 studios and performing venues.

Based on their contents, artistic values and capital requirements, the government will support new venues by providing construction subsidies, rental subsidies or lump-sum decoration subsidies.

The government will sign agreements with established venues, ensuring free admission to the public.

It will promote clustered development of cultural and creative enterprises, support the construction of model industry gathering areas, and encourage industry zones to apply for city-level base status.

Special attention will be paid to key areas like the Donghua University Ring Fashion and Creative Industry Cluster Zone and Hongqiao International Dancing and Performing Arts Cluster Zone.

The government will also approve the naming and business scope of cultural and creative companies, and encourage those companies to preserve and make use of historic architecture.
