Changning government makes Internet platform pledge

CHANGNING government has launched a strategic cooperation pledge with China’s largest group deals site Meituan-Dianping to create a major platform of Internet plus life service Industry.

The aim is to push forward industrial agglomeration and talent accumulation, to promote science and technology, as well as institutional innovation, for the overall development of Changning and the future of China’s Internet plus Life Service Industry.

The two sides signed a strategic cooperation agreement earlier last month with Changning Party secretary Wang Weiren and Wang Xing, chief executive officer of Meituan-Dianping, both present.

Wang Weiren indicated that Meituan-Dianping is a Changning-based firm, despite expanding its business throughout the country and overseas.

Changning authority will create a health and business friendly environment for the enterprise amid the establishment of long-term strategic cooperation. Accordingly, Meituan-Dianping will receive the support of preferential policies and a tailored talent service since Changning is a strong backing for the enterprise.

Wang Xing believes Meituan-Dianping and Changning will jointly push forward the industrial agglomeration and promote the science and technology innovation and the market supervision of “Internet plus” businesses.

Both sides will explore the social governance of “Internet plus” and submit their “Changning Plan” for the development of it around the world.

The Internet plus life service industry has developed rapidly up to now. It has been applied to various fields, such as people’s food, clothing, housing and transport.

Its business involves Internet plus catering, tourism, recreation and delivery service.

The company owns group deals and restaurant review sites Meituan.com and Dianping.com as well as O2O delivery service. The company also expanded business in the fields of transport, supply chain, cloud computing and new retail.

Changning government is adhering to the concept of a service-oriented government and is dedicated to provide enterprises with transparent, concise and interactive one-stop professional services.

Changning is building an upstream and downstream industry chain for modern trade and commerce, aviation, logistics, fashion and Internet plus life service industry, and provides enterprises with business friendly environment for all sorts of platforms and access to overseas markets.

“Internet plus” enterprises plan to attract talented people and become a new impetus for the economic and social development of Changning.

Both sides will jointly promote the construction of “Smart Business Circle” and one-stop O2O services to better serve customers and help businesses in the circle better use the Internet to increase efficiency and reduce costs.

They will also support the establishment of Internet plus catering and wedding services with domestic influence and build a “big data and guidance fund” investment platform.

The two sides will jointly hold a domestic summit, exhibition, create online market supervision and social governance of food security as well as a smart delivery system.

In addition, Changning government signed an agreement with Bank of Shanghai and travel booking site Ctrip.com to jointly create a business mode of Internet plus finance, plus tourism to promote regional economic transition and upgrade.

A consumer finance company was established as the 18th nationwide at the signing ceremony on August 28.

Bank of Shanghai is offering Changning up to 10 billion yuan (US$1.53 billion) of credit within the term of the agreement to support the construction of key projects, including urban renewal and industrial development, as well as business development in line with government strategy.

Bank of Shanghai and Ctrip will launch cooperation in the field of consumer finance. Both sides will carry out joint exploration and deep cooperation in comprehensive finance service, bank card, online bank, payment, acquiring and big data.

Meanwhile, Shanghai overseas Chinese affairs center has opened its first branch in Changning to better serve Chinese who hold foreign passports to live and work in the district.

The move is a result of a cooperation agreement between the Overseas Chinese Affairs Office of Shanghai and the Changning district government.

The aim is to attract overseas Chinese to contribute to the development of Changning by improving the services offered to them.

The branch, located at the Shanghai Hongqiao One-Stop Service Center of Overseas Talents in Changning, will provide consultation on policies and procedures for overseas Chinese who work and live here.

This might include verification of their identities and those of their relatives, or children’s enrollment in local schools.

Changning will also be able to use “Shanghai Bridge,” the city’s special program for bringing in overseas talent, to publish its talent policies, recruiting advertisements or related messages. The branch can utilize the municipal office’s resources to encourage overseas Chinese to bring their startups to Changning.
