Local community leads way on management

HUAYANG Community in Changning District has become the first community in Shanghai to apply national standards on comprehensive community management.

As early as 2012, Huayang applied municipal standards in comprehensive community management under the instruction of the Shanghai Municipal Bureau of Quality and Technical Supervision and Changning Market Supervision and Management Bureau.

It was the first community in the city to join the experimental management program and met all requirements during a government inspection in December 2015. Around the same time, Huayang also applied for a state level experiment over the same issue and passed mid-term evaluations last August.

Grassroots social governance

The community hopes to continuously optimize community service processes, increase capacity in community management and also consolidate the community service and management experience to form comprehensive grassroots social governance standards in line with social development.

Huayang is the birthplace of the “Cohesion Project” and also one of the first experimental network-management units.

As the development of economic society is penetrating into communities day by day, one question lies ahead: how to further improve former models of community administration and make new breakthroughs as well.

Huayang answered the question loud and clear. It brought forth new ideas in community management and grassroots Party building for the construction of a harmonious society.

Through practice, it improved the structure of administration and expanded its service system. The Huayang model optimizes the conformity of resources and raises management efficiency. Its work in Party building has enhanced the cohesion of the Party and consolidated the mass foundation.

Under the leadership of the community Party committee, Huayang has built a platform to enhance grassroots management and public service through specialization, socialization and market-orientation.

Social organizations are encouraged to take part in community affairs while Huayang authorities also outsource public services to private and nonprofit organizations.

In line with the No.1 project released by the CPC Shanghai Municipal Committee in 2014, which focuses on “innovating social governance and strengthening grassroots construction,” Huayang makes it easy for social organizations to take part in public service.

The innovative methods transform the traditional single governance model into a cooperative model with the active participation of the government, society, enterprises and residents.

Social organizations have become the backbones of a number of public welfare programs and play an active role in community management in Huayang.

Local residents benefit from their services. At the same time, they promote the transformation of government functions that lead to social vitality and creativity. All parties involved emerge as winners.

Meanwhile, the reform of the mediation system at Huayang has helped resolve around 80 percent of conflicts before they were referred to the court. The neighborhood committee and other social organizations usually intervene at the early stages of disputes to avoid further deterioration of relations.

Cultural development blueprint

Furthermore, Huayang has also outlined its cultural development blueprint. Its community cultural center next door to the Zhongshan Park Commercial Circle is a governmental practical project.

The center aims to provide comprehensive cultural activities for community residents at all levels, and its main functions cover fields such as culture, education, fitness, leisure and entertainment.

To meet the cultural needs of citizens, the center offers multifunctional facilities and a diverse range of services and activities.

The center releases activity schedules every month. Through registration, the center established a private, non-enterprise organization for its daily management and actively explored a management model combining governmental leadership, social participation and market-oriented operation.

Huayang Community

Huayang Community is in the east of Changning District. It borders the Suzhou Creek in the north and covers an area of 2.04 square kilometers. It has 21 residential buildings and a population of 94,000.
