District boosts cultural facilities

THE construction of cultural facilities in Jiading District has made deep impressions on the officials from Shanghai and central governments.

"Jiading District has made great progress in setting up a public culture service system and guaranteeing the cultural rights of residents," Wang Xiaoming, deputy director of Shanghai Public Cultural Service System Model Area Project, said after his inspection on the district's facilities.

Jiading was selected as one of the first batch of Shanghai public culture service system demonstration districts at the beginning of 2011. In the past two years, the district has completed 23 cultural projects.

"The cultural service is the soul of the future development in Jiading," said Kuai Dashen, deputy director of the State Public Cultural Service System Construction Experts Commission.

Two years ago, Jiading promised it would invest at least one percent of its total financial expenditure on public cultural projects each year, which earned praise from experts in the field.

Jiading is currently building the landmark Poly Grand Theater along with the new library, a culture center and many reading rooms across the district.

"This shows Jiading's self-consciousness of the building of the public culture service system. It not only has the high-level facilities, but also balances them with grass-roots facilities," Wang said.

The official from the state Ministry of Culture Zhang Yongxin said "Jiading's experience and practice are excellent models for setting up urban public cultural services in eastern China."
