WALKING into the Third Yulan Estate in Anting town during noontime, you may be surprised to see no litter bins.
The 5,000 residents have been mobilized to spruce up the appearance of their neighborhood by depositing and collecting litter only between 3pm and 8pm every day for the last eight years.
The neat and tidy community looks like a "Urban Best Practices Area" outside the World Expo site.
But everything was different back before the tidy town campaign began. Their neighborhood had 35 large, unsightly garbage bins along its streets, which emitted pretty foul smells during hot summer days and were an eyesore blighting the community.
When the community was chosen to be the pilot place for a new system of garbage collection eight years ago, Resident Committee director Ma Wenjuan said she worried that people would throw litter everywhere on the footpaths if the bins were removed for most of the day.
Yan Linjin, vice general manager of the community's property management company, said a year was spent working out a new plan for garbage disposal.
After the plan was adopted, the company and the committee actively launched a campaign to win public support. They sent free garbage bags to homes and made regular inspections.
