The benefits for expatriates with permanent residence status

The foreigner permanent residence permit is the legitimate identity card for expatriates with Chinese permanent residence status.

Apart from some specific rights and obligations according to political rights and laws, they have the same rights and obligations as the Chinese citizens. Among which, there are benefits:

Having landed a job in China, the permit holders needn’t obtain a foreign employment permit and after meeting certain requirements, they can apply for a foreign expert certificate, certificate for expert return or come to China, and talent work residence permits in different places in China with priority.

They can attend professional title evaluation and certified qualification exams following relevant regulations.

Underage children living with a permit holder can receive Chinese compulsory education if meeting requirements. The education authority of the place where the permit holder lives will arrange procedures of enrolling or transferring the children to a nearby school without any extra charge according to Chinese national regulations.

The permit holder can use the permanent residence permit as his or her ID to join Chinese social security.

For those working in China, they can join all social security according to Chinese law.

For those who live in Chinese territory but without employment, they will enjoy social security in reference to urban residents joining basic medical insurance and pension if these holders meet regional social security regulations.

Social security agencies should follow relevant regulations to streamline procedures and offer convenience for transferring, continuing or aborting their social security.

The permit holders can follow Regulations on Management of Housing Provident Fund to subscribe and use the Housing Provident Fund in the region they work.

Before they leave the region, they can cash the fund or transfer the fund to other places.

For other foreigners, they should work or study in Chinese territory for at least a year before purchasing commercial residential housing for own use, while the permit holders can follow other relevant regulation to purchase commercial residential housing for their own use.

On paying income tax, these holders should follow Chinese tax law, regulations and tax agreements with other countries to fulfill tax obligations.

The income they obtained in Chinese territory can be exchanged to foreign currency and sent out of Chinese territory after paying relevant tax and obtaining certificates from tax authorities.

They can carry out foreign currency related affairs following foreign currency regulations.

The permit holders can use technology as shares or investment to set up foreign invested enterprises in Chinese territory and they can use Chinese yuan they gained legally to do foreign direct investment in Chinese territory.
