Crackdown on drivers using smartphones

JING’AN traffic police are using road cameras to catch motorists talking on mobile phones while driving.

Mobile phone users caught by the high-tech traffic cameras will be fined 200 yuan (US$30) and receive two demerit points. Motorists using hands-free devices are not subject to the regulation.

Jing’an has more than 2,000 road cameras. Police are working to improve their scope to include surveillance of violations such as drivers not wearing seatbelts.

Traffic police are also taking a sterner approach to riders of self-balancing electric scooters. The scooters can reach speeds of up to 20 km/h and require up to eight seconds to stop.

“You can’t stop immediately in case of emergency,” said traffic cop Chen Dong. “And the scooters are hard to see at night.”

Under Shanghai regulations on non-motorized vehicles, self-balancing electric scooters are categorized as “sliding devices,” which cannot be ridden on streets. Violators face fine of up to 50 yuan.
