THE Minhang Blood Administrative Office is encouraging more registered permanent residents to donate blood. About 80 percent of blood the district collects comes from non-locals, the office said recently. About half of Minhang's 2.4 million residents are not permanent residents. About 7 million millimeters of blood was collected by bloodmobiles and donation centers last year.
