Minhang assesses jobless and support programs

THE Minhang District Human Resources and Social Security Bureau recently evaluated the employment situation in the district in a random survey of 1,000 enterprises and 5,300 residents.

Eleven towns, communities and Xingzhuang Industrial Zone contributed to the assessment.

The survey sought to assess the application of special funds for promoting employment, the situation of non-employment families, the status of job skills training, support for job starters and public service.

The survey found that Minhang's employment situation was able to withstand the pressures of the global financial crisis.

According to the survey, the average employment rate of the entire district in 2009 reached 89 percent, only 1 percent lower than 2008.

To solve the employment problem, the local administration issued business subsidies which offered vocational support for those with employment problems.

For example, in the past year, 96 new youth probation bases and six innovation zones were established to prevent a lot of college graduates from being jobless.

The policy subsidy had been in place since 2004 but it was not known widely among businesses and before 2008 was being accessed by less than 2,000 companies a year.

However, the policy became popular in 2009 with over 5,000 enterprises applied for the subsidy.

Maqiao Town didn't pass the evaluation because residents' awareness of the policy was only 53 percent, not enough to pass.
