Pudong offers an important window on Shanghai’s reform and opening-up

WHEN one observes the history of Shanghai’s reform and opening-up, Pudong offers an important window. Since 1990, Pudong has adhered to its original aspiration of “taking the path of reform and opening-up” in practice.

The horn of building a pioneer area for socialist modernization construction sounded in 2021. China’s central leadership has always demanded that Pudong strive to become a pioneer in higher-level reform and opening-up, and a vanguard in comprehensively building a socialist modernized country.

Today marks the 33rd anniversary of the development and opening-up of Pudong, and the innovative area will further increase its openness in terms of rules, regulations, management, standards and other aspects.

Economy

Pudong has made it clear that its total investment in 2023 will reach a higher level. The new area plans to increase its investment in fixed assets by 5 percent year on year to 315 billion yuan (US$45.8 billion).

A total of 488 major projects, with an investment of 160.8 billion yuan, will start construction within the year. The government’s financial investment will reach 30 billion yuan. Both are historic highs. In addition, Pudong aims to add more than 100 regional headquarters of multinational conglomerates and other types of headquarters this year, and plans to invest 70.25 billion yuan in livelihoods throughout the year.

This year, Pudong will usher in the 10th anniversary of the China (Shanghai) Pilot Free Trade Zone, hence, the new area will deepen integrated reform and institutional opening, and promote the construction of the pilot free trade zone and Lingang Special Area to a new level.

Science and technology

As the southern innovative core of Zhangjiang Science City and an important platform of Zhangjiang’s biopharmaceutical industry, Shanghai International Medical Park has attracted more than 1,000 well-known institutions and enterprises, and has formed the largest third-party medical testing cluster in China.

Zhangjiang Gene Island, with a total planned area of 160,000 square meters, will be officially launched in the second quarter of this year.

With the agglomeration of cutting-edge high-end research and development innovation platforms, medical facilities, research institutions and innovative enterprises are gathering there. The area is becoming an influential medical science and technology innovation cluster in China and even globally.

Human resources

Pudong regards talent acquisition as an important strategic task, and has developed a series of policies to attract such talent, in particular in the scientific and technological fields.

These policies focus on the financial, shipping, law, education and healthcare industries, and meet their needs such as accommodation, entrepreneurship and personal development.

The policies for finance, shipping, legal service professionals and skilled talent are mainly to attract international professionals urgently needed by Pudong’s modern service industry and advanced manufacturing industry.

A policy to introduce more education and healthcare professionals deals with the shortage of talent in social undertakings.

Meanwhile, Pudong emphasizes the need to extend the scope of “direct recommendation” policy for top-notch foreign talent to apply for permanent residence from the current China (Shanghai) Pilot Free Trade Zone to the whole of the Pudong New Area.

Public services

Pudong has established eight more grassroots legislative liaisons as an effective way to reflect the will of the people throughout the further development of the area.

Central leadership entrusted Pudong with a great historical mission to build a new frontier for socialist modernization, putting forward higher requirements on the protection of the rule of law in Pudong.

The establishment of grassroots legislative liaisons is not only an important measure to practice democracy throughout the development process but also a practical need to strengthen the rule of law and guarantee work in the construction of Pudong as a pioneer area.

Grassroots legislative liaisons participating in the formulation of laws and regulations and management measures in the Pudong New Area is not only a distinctive feature of Pudong but also an important way to practice democratic legislation.

Culture

The Pudong History Museum officially opened in February and completed the “trilogy of Pudong development” together with the Pudong Development Exhibition Hall and the Pudong Exhibition Hall. The three are the ideal start to learn and get to know the past and present of the new area.

The museum vividly displays the cultural and historical details of Pudong, which trace back to the spirit of development, struggle, tolerance and innovation deeply embedded in the cultural genes of Pudong.

The history and cultural context of Pudong before its development and opening up have been continued here. The Pudong History Museum should not only become a monument commemorating the history of the struggles of the Pudong people, but also a mirror for current Pudong residents to “learn from the past and understand the present, and explore the future.”

It will become the main carrier of the common memory of the Pudong people, tell the great story of Pudong’s history, and stimulate the spiritual strength of Pudong to do pioneering work on its new journey.

Art

Today Pudong will launch the 12th Pudong Cultural and Art Festival, celebrating the development and opening-up of Pudong.

It will launch a 100-day cultural and artistic event, including seven major sections and more than 800 cultural activities.

Ten art venues in Pudong will provide 42 shows and the community cultural centers in 36 neighborhoods will work with over 7,000 galleries, museums, parks, shopping centers and folk cultural troupes to hold performances.
