Citizens give boulevard a facelift
IN a recent survey by Changshou Road Sub-district on service ability of grass-root neighborhood committees, Zhiyinyuan Residential Area ranked second.
The high ranking is attributed to its “all-in-one” self-governing by all parties involved, which has proven to be an effective way in governing the community.
“The boulevard beside Zhiyinyuan and along Suzhou Creek was occupied by randomly parked vehicles and construction rubbish before, and we often found thieves wandering there,” a resident surnamed Wang recalled.
“More than 200 vehicles were parking there. Some had been abandoned for a long time already, and the sanitation was so poor that residents nearby were deeply worried,” Jiang Quan, Party secretary of CPC Zhiyinyuan committee, said.
In June last year, the committee organized six Party meetings to which the neighborhood committee, property management, the real estate owner’s committee, police and representatives from institutions in the area were invited to discuss how to tackle the problem.
In August, the complete renovation started after coordination with related government departments, police and real estate management.
Volunteers joined cleaning efforts and patrolled the road to spot and report randomly parked cars to neighborhood committee.
Fifteen surveillance monitors have been installed along the road to make its management easier. The neighborhood committee and property management organized volunteers to patrol the road in regular intervals.
After half a year, the boulevard has a complete new look and every morning, dozens of people gather here to exercise or enjoy their leisure time on the open platform of the river bank and under green trees.
Shui’an Mingyuan community in Zhiyinyuan recruited more than 30 volunteers when the volunteer team was first set up.
“I often saw volunteers in red vests patrolling the community to keep order and to keep the environment clean, so now I also apply to be a volunteer to make contributions to the community,” a 74-year-old resident surnamed Yin said when applying to be a volunteer last year.
