Ambitious blueprint for pilot innovation
YANGPU District is trying to build itself into a "national innovative pilot district."
The former industrial district in northeast Shanghai aims to become a leader in knowledge innovation and emerging industries, a magnet for talent and a showcase of culture and high-quality living.
A century ago, the district was home to many major, nationally known factories and brands of textiles, steel, bicycles, watches and water treatment equipment. Today it is undergoing a revival in both economic and social development, drawing on its many resources in science, technology and education.
The blueprint contains five innovative urban areas.

New Jiangwan Town
The blueprint calls for building the town into an international low-carbon knowledge and commercial center, a center for headquarters and a demonstration area for quality education, medical service and sustainable living. It will feature energy-saving buildings and low-carbon communities.
R&D cluster area
Tethered by international enterprises such as Siemens and Continental AG, the Dalian Road area will be built into a cluster area featuring headquarters, R&D centers, marketing centers for transnational companies and leading domestic enterprises. It will support the Yangtze River Delta and the nation in business facilities.
Riverside development belt
The area already features the Water Gate of the World Expo 2010 Shanghai, Fisherman's Wharf and the Shanghai International Fashion Center. It is to become a modern service belt that integrates creative industry, science and technology, commerce, sightseeing and exhibitions.
Knowledge and economic circle
Tongji University's Siping Road branch will be the core of an area that shares science, technology and education resources with surrounding areas. The 2.6-square-kilometer "core circle" is bounded by Miyun, Kongjiang and Dalian roads.
The outer extended area of around 10 square kilometers is symmetrical, with Siping Road as its axis. Four "radiation spots" in four directions are New Jiangwan Town, Gongqing Forest Park, the riverside on the northern bank of the Huangpu River and Huangxing Park.
The aim is to open and share resources among colleges, universities and research institutes in the area.
The district government will emphasize developing core services provided by university science and technology parks. Tongji University is known for design services, Fudan University for electronics information and new materials, and Shanghai University for financial services.
The University of Shanghai for Science and Technology is strong in electromechanical integration, while Shanghai University of Electric Power focuses on alternate energy and an intelligent power grid. Shanghai University of Sport focuses on sports, recreation and health.
