3-tier mode to supervise street-side businesses
Shanghai鈥檚 urban management and law enforcement authorities are taking a digital approach to improve efficiency, officials said yesterday.
A three-tier management system for street-side businesses has been set up, corresponding to different inspection frequencies based on potential hazards given consideration to their business models and operation, the Shanghai Urban Management and Law Enforcement Bureau said.
For businesses tagged 鈥渞ed,鈥 an inspection is conducted at least once every two days. It is once a week for those tagged 鈥測ellow鈥 and once a month for 鈥済reen鈥 businesses.
The tags can be adjusted based on inspection results, complaints from residents, and media exposure.
In March, a citywide inspection covered around 200,000 street-side businesses across the city.
About 32 percent are tagged 鈥渞ed鈥 at present, 6.9 percent down compared with from January and February, and 49.7 percent 鈥測ellow,鈥 down 3.7 percent.
Some 18 percent are 鈥済reen,鈥 up 19.4 percent, signifying significant progress in urban management and law enforcement, officials said.
The authorities in the Pudong New Area are the first to trial the three-color system.
鈥淔ruit shops and express delivery stations top the list of 鈥榬ed鈥 businesses because they lead to more practices that affect the street environment and order,鈥 said Yuan Xingchao, head of the information direction center of Pudong鈥檚 Urban Management and Law Enforcement Bureau.
鈥淐lothing shops and supermarkets are mostly marked 鈥榶ellow鈥 and go-between housing agencies and financial institutions are mostly 鈥榞reen,鈥欌 he said.
鈥淭he colors are changed in real time and frequent violators or those refusing to rectify irregularities will have their colors upgraded.鈥
A smart system connecting a comprehensive information platform, sub-platforms of 35 urban management teams, and the law enforcement terminal apps of about 1,800 officials has also been established in Pudong.
