7 detained after construction site caught fire twice in a month

SEVEN people were detained in connection with a construction site fire in downtown Shanghai yesterday, Putuo District fire department said.
Improper management was to blame for the fire caused by an inexperienced welder and three other workers at the construction site, the department said.
It said the construction site, one of a luxury residential complex, has reported two fires within one month. Operation at the site has been suspended.
