Emergency plans outlined for city’s scenic spots

Shanghai’s tourist attractions will stop selling tickets and implement emergency plans once the number of visitors reaches capacity as the city’s tourism authorities released the capacity of 72 scenic spots for the first time.

The list includes popular attractions like Yuyuan Garden, Shanghai Museum, Zhujiajiao Water Town and Shanghai Ocean Aquarium. The city's three 5A (China's top grade) national tourist attractions -- Oriental Pearl TV Tower, Shanghai Wildlife Park and Shanghai Science and Technology Museum -- were also included.

Oriental Pearl TV Tower’s daily capacity is 35,000 people with a capacity of 15,000 at one time. Yuyuan Garden has a daily capacity of 15,000 with a capacity of 3,000 at one time, the Shanghai Tourism Administration said.

Gucun Park in Baoshan District has the biggest daily capacity of the 72 attractions at 177,610, it said.

When visitors reach capacity scenic spot operators were told to stop selling tickets immediately, according to a circular released by China's Tourism Administration last month.

When the number of visitors approaches capacity operators need to inform the public and report to local governments, and initiate their emergency plan under the direction and guidance of local authorities, it said.

Ni Li, an official with Shanghai Wildlife Park, said the park would stop selling tickets once the number of visitors reaches the daily limit of 96,000 or 60,000 at any given time. Ni added that all workers must be on duty and security enhanced when crowds reach capacity. The number of vehicles used to carry visitors inside the park would also be increased during such times.

The Shanghai Tourism Administration said tourists have the right to know of attendance at scenic spots and the potential risks involved before deciding if they want to purchase a ticket.

The administration said it plans to introduce real-time attendance figures at tourist attractions this year.
