A FUGITIVE who had been on the run for 21 years after killing a man in Shanghai turned himself in recently and has been charged with intentional injury, local prosecutors said yesterday. The suspect, surnamed Xia, and his colleague, surnamed Liu, urinated in front of a bicycle repair stall on Xikang Road on November 26, 1992. The stall owner and his wife caught them in the act, leading to a confrontation between them. Xia and Liu stabbed the couple with a fruit knife, killing the owner and seriously injuring his wife. Liu was caught by police in Inner Mongolia Autonomous Region in 2007, while Xia surrendered to police on March 24.
