CITY police said yesterday they had detained a man, surnamed Li, who allegedly hired a killer to murder a local resident in 1999 and had been at large since. On October 7, 1999, the victim surnamed Zhao, a director of a cosmetics company in Shanghai, was murdered in a hotel. The Pudong New Area police claim a suspect asked Li, from Jilin Province, to hire a killer. Li was found in Qujing, Yunnan Province, on November 7.
