Manager charged over port accident

A CONSTRUCTION project manager has been charged over a fatal construction accident at a local port which killed two workers and injured another in May, local prosecutors said yesterday.

The manager, surnamed Zeng, was accused of violating operation regulations, the Huangpu District Prosecutors' Office said. Zeng, 40, was supervising the hoisting work in a floating dock on the city's Changxing Island on May 31. Zeng asked workers to remove the hoisting cables, which were used to fix the pulley equipment, leaving the pulley unprotected, the prosecutors said.

The pulley equipment on the floating dock, however, was unstable and it suddenly moved, hitting a nearby water tank which in turn crashed on to three workers on the dock.

The workers were then crushed between the tank and the hoisting machine. Two of them, aged 39 and 40, were killed at the scene. The third worker, also 40, suffered from dislocated leg and feet joints.

Zeng would face up to seven years in jail if found guilty, according to criminal law. But prosecutors said they would seek a lenient penalty since Zeng gave himself up.
