Mayor promises safety overhaul

SAFETY precautions in the city will be overhauled in the wake of last year's high-rise blaze that claimed 58 lives, officials said yesterday.

This has been listed as one of the 22 key objectives of Shanghai municipal government.

Mayor Han Zheng said at a conference that most accidents were avoidable if strict regulations and proven procedures were in place.

Shanghai will learn from the tragedy and develop strategies to ensure it does not happen again, vowed Han.

The fire that broke out at a 28-story residential building in the city's Jing'an District on November 15 also injured 71 people.

Further developing public housing is also high on the city agenda this year. Around 170,000 apartments will be offered to low-income families, said Han.

Other key objectives include:

? Speeding up the process of making Shanghai a top worldwide financial and shipping center.

? Continuing to cut carbon emissions.

? Promoting new industries.

? Making Shanghai a "knowledge city" and increasing IT use and penetration.

? Developing the culture industry.
