Penalties not tough enough

Passengers said the penalties for offenders are far too lenient, unlike ones enforced in other international cities like Hong Kong and Tokyo.

 

In Shanghai, offenders face short-term detentions of five to 10 days if no solid evidence is provided against them, police said.

 

In a recent Hong Kong case, police said they had detained a man who was found taking pictures of a young Shanghai woman’s underpants in a subway station. The man faces up to a year in jail and a fine of HK$5,000 (US$644).
