Revised rules in favor of home buyer and seller
PEOPLE will not be affected when buying or selling their apartments though they fail to pay property management bills, according to the city's revised regulation on residential property management.
But the buyer and the seller should have an agreement on the unpaid bill when making the deal, and they should inform the management company about the agreement, says the revised regulation.
The old clause that permitted transactions only when the defaulting owners had paid their bills had caused heated debate whether it should be kept in the revised regulation.
"It would over-protect the interests of property management companies," said Ding Wei, a local legislator at the Shanghai People's Congress.
The reasons why people refuse to pay the property management bills are too complicated. It is not right to ask the buyer or the seller to clear the bill before the transaction, Ding said.
