Satellite cities a priority, mayor says


SHANGHAI will accelerate construction of new cities in the suburbs, Mayor Han Zheng has said in his government work report.

"Construction of new cities is an important way to help facilitate the transformation of Shanghai's economic structure and the integration of urban and rural areas," he said.

Focus will be put on building the new cities of Jiading, Nanqiao and Qingpu. Songjiang New City, already built, will be improved.

Plans for Nanhui and Jinshan new cities need to be decided quickly, according to the report.

The report also stated that Minhang and Baoshan districts, which combine urban and rural areas, need to become more urbanized. The plan to build Chongming County into a modern, ecological island should be well implemented, it said.

Shanghai will be more competitive and advanced industries will be attracted to these satellite towns if they are built properly, officials said.

Han said the municipal government will give strong support to these new cities with preferential policies in land, capital, industry development and population gathering.

The Shanghai government will also consider these new cities first when deciding on big industrial projects, key infrastructure arrangements and distributing social resources.

Transport networks that connect the new cities to downtown Shanghai will be built. Plus, more hospitals and schools will be constructed in the new cities, Han added.
