AN underground garage on Hengye Road, Hongkou District, was flooded yesterday. Water rose to a depth of more than a meter, submerging nearly 100 scooters and bicycles.
The incident also caused the loss of telephone, cable TV and Internet services to the 28-story residential building. A burst pipe or faulty valve has been blamed.
