Shanghai ranks 4th in administrative openness
Beijing government is the most transparent in policy making in the Chinese mainland while Shanghai ranks fourth in administrative openness, according to a survey report.
The annual report by Peking University employed 170 indicators to gauge the level of transparency of 43 departments under the State Council, or China's Cabinet, and 30 provincial governments in policy making, organizational change, policy implementation, and public supervision, Beijing Times reported today.
Among the 30 provincial-level authorities, Beijing topped the list with a score of 76.5 out of 100, followed by Tianjin Municipality and Guangdong Province.
Xinjiang, Inner Mongolia and Ningxia autonomous regions were at the bottom of the list.
