Survey ranks quality of local senior homes
About 20 percent of Shanghai鈥檚 senior homes were rated excellent as the city鈥檚 civil affairs authorities released the results of their investigation into the service quality at 572 local senior homes yesterday.
A local monitoring system ranks the quality of senior-care service providers into four levels 鈥 excellent, good, moderate and bad 鈥 based on 50 survey components, the Shanghai Civil Affairs Bureau said.
The average score of the city鈥檚 senior homes was 72.8, or good, according to the bureau.
Among the 123 senior homes, which were rated as excellent, the Shanghai No. 1 Social Welfare Institution had the highest score.
Other high scorers included Shanghai No. 4 Social Welfare Institution, Shanghai Xuhui District Social Welfare Institution, Shanghai Hengyu Caojiadu Senior Welfare Home, Shanghai Nanyuan Senior Home of Nanmatou Road Subdistrict, China Welfare Institute Senior Home and Shanghai Yangguang Senior Home.
A total of 24 senior homes were rated bad and ordered to make rectifications. Five remained poor after re-inspections, and these were Chunsheng Senior Home in Huangpu District, Nanzhang Senior Home in Minhang District, Haiyang Senior Home of Laoximen Subdistrict in Huangpu, Minyue Senior Home in the Pudong New Area and Zhenru Yitiannian Senior Home in Putuo District.
They scored below 50 points, with Chunsheng Senior Home being the worst performer.
The rating system covers all operating senior homes in Shanghai, excluding those operating for less than one year and those undergoing renovations, the bureau said. The ratings were compiled by 105 inspectors.
鈥淲e want to lift the service quality of senior homes and raise their awareness of service by launching the monitoring and rating system,鈥 said Jiang Rui, bureau deputy director.
Senior homes in Xuhui, Jing鈥檃n, Changning, Jiading and Yangpu districts had above-average performances, while Qingpu was at the bottom.
The monitoring system gives consideration to service safety, supply and guarantee, the bureau said.
Indexes with the poorest results included those covering use of medical oxygen cylinders, emergency safety measures, staffing arrangements and management of cleaning equipment, according to Jiang.
鈥淚n previous years, we mainly focused on hardware to upgrade facilities at senior homes. But now we will shift the focus to software such as management,鈥 she said.
Those found with bad scores will be ordered to make amendments and will be checked through re-inspections.
鈥淲e will report the results to district authorities and increase the frequency of inspections of institutes found with problems to regulate management and operation of the market,鈥 said Jiang, who added that administrative penalties will also be imposed for irregularities.
