Top talent a key at CPC Congress
BETTER training, use and retaining of professionals are crucial to the successful transformation of Shanghai's economy, Party Secretary Yu Zhengsheng said during a group discussion yesterday at the 10th Shanghai Municipal Congress of the Communist Party of China.
Delegates to the congress also voted for representatives to the 18th CPC National Congress, which will convene in the second half of the year in Beijing.
"We should continue to improve business, the residential and transport environments, and create better conditions to stimulate the potential of professionals," Yu said. "Shanghai is targeting to become a cradle of talent and make them happy when living and working in the city."
A report delivered by the current CPC Shanghai Committee summarizing the works of the past five years and setting goals for the future said "the comprehensive development of people" is a core task of social construction and the priority of Party affairs. The phrase "cultivation of professionals" appeared often in the report.
Integrity is the basic but most important requirement for a professional, the report said, and the city needs to diversify its criteria on attracting and using talent, utilizing them according to their capabilities, not just based on educational degrees or working years.
Shanghai will also continue to attract professionals from overseas back to the city, and promote better interaction among professionals, industries, technology and capital.
Within the Party, cadres should have firm political beliefs, forge a good relationship with the people, and have a good record in work.
"Capable, thoughtful and passionate cadres are valuable assets of our Party," the report said.
The session will end tomorrow, and a new CPC Shanghai Committee will be elected.
