TEN local beauty and hair salons have promised to pay deposits to authorities for prepaid vouchers they have issued. The deposit will be used for compensation if the companies involved close and the prepaid cards can't be redeemed, said the Minhang District branch of the Shanghai Industrial and Commercial Administrative Bureau.
