Ammonia leak firm lacked valid permit

The cold storage company where a liquid ammonia leak killed 15 people and injured 15 others on Saturday morning did not have the license to use dangerous chemical products, work safety authorities in Shanghai said yesterday.

The workshop where the leakage happened was designed by the company itself and was built by unqualified personnel.

Authorities said Shanghai Weng’s Cold Storage Industrial Co Ltd was named hauled up  during a safety inspection.

The company also recruited  untrained work force in its production unit.

It is estimated that the company’s refrigeration system fills 86 tons of liquid ammonia every time.

According to a national regulation for dangerous chemical product, companies with an annual use of liquid ammonia of more than 360 tons must have a safety use permit.

Weng’s did not have that.

An initial investigation showed that a cap on the liquid ammonia pipeline system had fallen apart, resulting in the leak which affected workers who were packing shrimp at the production workshop.
