Offenders released after labor camps abolished
All offenders receiving re-education at labor camps in Shanghai have been released following the decision to abolish the system taken at the third plenary session of the Communist Party in Beijing, local authorities said yesterday.
The Shanghai Political and Law Commission said yesterday that the transformation of local labor camp sites was proceeding in an orderly way.
Shanghai is to focus on the educational correction of the behavior of minor offenders, authorities said.
Detention houses, prisons and social correction institutions need to carry out targeted educational correction of minor offenders in order to reduce recidivism rates, they said.
Judicial administrative departments have been asked to strengthen community correction teams and improve the results of community correction. Police, procuratorates and courts need to coordinate with community correction institutions to ensure law-based community correction while maintaining social security.
Authorities also stressed improvements in judicial efficiency and the protection of human rights. Grassroots judicial departments are asked to handle minor crime offences timely and protect the human rights of minor offenders through legal aid and supervision by prosecutors.
