Cultural center required for large communities

RESIDENTIAL communities with a population of over 100,000 will be required to have a center for cultural and recreational activities, according to new Shanghai rules that will take effect on April 1.
By the end of 2011, Shanghai had opened 203 standardized community centers and more than 5,000 activity rooms in apartment complexes and villages. These are open to residents at least 56 hours a week, serving as a library, classroom, gym, mini theater, showroom, and Internet lounge.
According to the new rules, cultural services should be included in the spending budget of residential communities. The facilities should be managed by residents themselves and their space should cover at least 90 percent of the usable public space of a community.
Shanghai's law enforcement units will check the operation of these community cultural centers and activity rooms and punish those who charge residents for using the facilities.
