Elderly to come first as city looks to reform its health care service

SOME district level hospitals in Shanghai will be converted into care homes for the elderly or postoperative rehabilitation centers, a government press release said yesterday.

The document, issued by the city’s human resources and social security bureau, provided few details of the plan, but said that over the next five years “promoting medical care services for the elderly” will be a priority.

It gave the example of Dongnan Hospital in Huangpu District, which after undergoing a renovation program in August was relaunched as the Ruijin Rehabilitation Hospital.

The former district level facility now serves as a recovery center for people who have undergone surgical procedures, and a rehabilitation and therapy unit for elderly and physically disabled people, and children with autism, the press release said.

Local authorities have only limited medical resources at their disposal, but by repurposing facilities and tailoring the services they provide it is possible to provide a much higher level of care to elderly citizens and people in need of postoperative rehabilitation, it said.

The restructuring of Shanghai’s hospital network will not be limited to district level facilities, however, the press release said.

Some city level hospitals have set their sights on becoming internationally accredited medical institutions, it said, though it didn’t give any details of how this will be achieved.

At the local level, the document said that over the next five years neighborhood health centers will be encouraged to play a greater role in providing care to seniors living in care homes.

Doctors and nurses employed at such facilities will be given pay rises to encourage them to stay, it said, adding that trials are currently under way in more than 28 neighborhoods in six districts.

The number of Shanghai citizens aged over 60 is set to rise by almost 30 percent by 2020 to 5.3 million, it said, adding that in the same period, authorities plan to open a further 44,000 elderly care homes, taking the total to 159,000.
