City tightens restrictions on non-local vehicle plates

‌THE city will further tighten restrictions on non-local plate cars from April 15, with longer restricted hours and expanded banned areas, police officials said yesterday.

Cars with non-local plates will now be barred from expressways from 7am to 10am and from 3pm to 8pm, extended from the current scheme, which restricts them from 7am to 10am and from 4pm to 7pm.

‌More roads will also be affected this time, including Nanpu Bridge, Yan’an Road E. Tunnel, Luoshan Road Elevated Highway and parts of Resort Area Elevated Highway, which are listed for the first time. Some roads listed in the previous scheme, including Yixian Elevated Highway and the Inner Ring Road, will have more parts closed to cars that don’t have Shanghai plates.

‌As with the previous restrictions, the measures are not in place on weekends and public holidays.

The city government’s spokesperson, Xu Wei, said in February that the last tightening of restrictions on non-local number plates, from April 15, 2015, was effective for a few months. However, the impact had been reduced by the growing number of cars. Xu added that the government was considering further measures to relieve congestion.

By the end of last year, there were almost 2.5 million cars registered in the city, up by 13 percent from 2014.
